Dichiarazione di Valore

Who Can Request a Declaration of Value?

The Embassy of Italy in Kuala Lumpur issues Declarations of Value (Dichiarazioni di Valore – DV) exclusively for educational qualifications obtained in Malaysia and accredited by the Malaysian Qualifications Agency (MQA).

A Declaration of Value may be required when you intend to use a Malaysian qualification in Italy for:

  • continuing your studies at a school or university;
  • employment or other professional purposes; or
  • other procedures requiring an assessment of a foreign qualification.

The Declaration of Value can only be requested for completed study cycles, such as A-Levels, Bachelor’s degrees, Master’s degrees, etc.

Important: For pre-University qualifications, the competent Malaysian authority is the Ministry of Education (MOE), rather than the Ministry of Higher Education (MOHE).

What Is a Declaration of Value?

The Declaration of Value (DV) is an official document describing a foreign educational qualification and providing information about the qualification, such as the institution, level of study and duration.

The DV is not:

  • an Italian qualification;
  • an Italian qualification equivalence certificate; or
  • a certificate of comparability.

The final decision on whether a foreign qualification corresponds to an Italian qualification is made by the relevant Italian institution, depending on the purpose for which recognition is requested. This may include the Ministry of Education, Uffici Scolastici Provinciali, universities, or other competent authorities.

The recognition of a foreign qualification as equivalent to an Italian qualification is generally referred to as equipollenza (equivalence).

Alternative: CIMEA Statements

Depending on the purpose of recognition, it may also be possible to request a Statement of Comparability and/or a Statement of Verification from CIMEA – Information Centre on Academic Mobility and Equivalence.

For further information, please refer to the CIMEA website.

CIMEA Statements are accepted by universities and by numerous Italian institutions for specific recognition procedures, including certain public competitions and pension-related procedures.

Please verify with the Italian institution responsible for your specific procedure whether a Declaration of Value, a CIMEA Statement, or another form of recognition is required.

Required Documents

Applications for a Declaration of Value must be submitted in hardcopy.

Please prepare the following documents:

  1. Original certificate and transcript.
  2. Certified True Copy of the original certificate and transcript, certified by the Malaysian Ministry of Higher Education (MOHE) and subsequently legalized by the Malaysian Ministry of Foreign Affairs (Wisma Putra).

    IMPORTANT – CERTIFIED TRUE COPY

    The certificate and transcript must be submitted as CERTIFIED TRUE COPIES of the originals, certified by the MOHE and subsequently legalized by Wisma Putra.

    The certification stamp must explicitly bear the words “CERTIFIED TRUE COPY”.

    For pre-University qualifications: the competent Malaysian authority is the Ministry of Education (MOE).

  3. Italian translation of the above certificate and transcript, including the front and back of each document and the grading system. The translation must be legalized by Wisma Putra. The translation can only be obtained through the following agencies recognized by Wisma Putra:
