1. General Information
The Registry of Italians Residing Abroad (Anagrafe degli Italiani Residenti all’Estero, or A.I.R.E.) was established by Law No. 470 of 27 October 1988.
It is administered by Italian municipalities on the basis of data and information provided by Italian consular offices abroad.
Law No. 11 of 19 January 2026, which entered into force on 19 February 2026, introduces new provisions concerning civil registration and the procedures for registration with A.I.R.E.
A.I.R.E. and the Register of the Resident Population (Anagrafe della Popolazione Residente, or APR) together form the National Register of the Resident Population (Anagrafe Nazionale della Popolazione Residente, or ANPR), established under the Ministry of the Interior in 2022.
Italian citizens who declare that they reside abroad are registered in the consular records of the competent Italian consulate by submitting an application for registration with A.I.R.E. The application is then forwarded to the Italian municipality in which they were last resident.
The municipality will subsequently register the citizen in the A.I.R.E. section and remove their registration from the Register of the Resident Population in Italy (APR).
Registration with A.I.R.E. is a legal obligation for citizens (Article 6, Law 470/1988; Article 11, Law 1228/1954) and is a prerequisite for accessing consular services provided by Consular Representations abroad, as well as for exercising important rights, such as, for example:.
- the possibility of voting by correspondence for national elections and referendums in the country of residence, and for the election of Italian representatives to the European Parliament in the polling stations set up by the diplomatic-consular network in the EU Member States;
- the possibility of obtaining the issuance or renewal of identity and travel documents, as well as certifications;
- the possibility of renewing driving licences (only in non-EU Member States; for details see the section Autoveicoli – Patente di guida (Motor Vehicles – Driving licences).
2. Who Must Register with A.I.R.E.?
- Italian citizens who establish their habitual residence abroad.
- Italian citizens who already live abroad but have not yet registered with A.I.R.E.
3. Who Is Not Required to Register with A.I.R.E.?
The following categories of Italian citizens are not required to register with A.I.R.E.
- Citizens staying abroad for a period of less than 12 months.
- Seasonal workers.
- School principals, teachers, and administrative staff who have been placed off-duty from their regular positions and assigned abroad as part of educational activities outside Italy.
- Permanent Italian State employees serving abroad, together with their family members living with them, who are registered under the Vienna Conventions.
- Civilian and military personnel receiving the long-term foreign service allowance, together with their cohabiting family members.
- Italian civilian and military personnel serving at NATO offices and facilities located abroad, together with their cohabiting family members.
4. When Is A.I.R.E. Registration Optional?
A.I.R.E. registration is optional for:
- Italian citizens who maintain or establish their tax domicile in Italy and work abroad for the European Union or for international organisations of which Italy is a member.
5. Submit an Application Through Fast It
Applications for A.I.R.E. registration or updates to existing A.I.R.E. records must be submitted through the Fast It – Online Consular Services portal, after completing user registration.
Required Documents
A copy of your valid Italian passport, including the pages showing your photograph, signature, residential address, and issuing authority.
A copy of your residence permit and/or visa issued by the Malaysian authorities and affixed to your passport, valid for at least 12 months.
If registering additional family members, you must upload the required documents for each family member, including those who are foreign nationals.
If the Malaysian residence permit or visa is affixed to your foreign passport, you must submit both the required pages of your Italian passport and a copy of the residence permit or visa.
6. Additional Documents for MM2H Visa Holders
Applicants holding a Malaysia My Second Home (MM2H) visa must also submit the following documents
- A copy of the property rental or purchase agreement.
- Copies of household utility bills issued in the applicant’s name.
- A copy of the letter issued by the Malaysian authorities confirming the approval of the MM2H visa.
7. Change of Address or Relocation to Another Country
- A copy of your valid Italian passport.
- A copy of your residence permit and/or visa issued by the Malaysian authorities and affixed to your passport, valid for at least 12 months.
8. Family Members and Foreign Spouses
When family members reside abroad, the Italian citizen must submit the A.I.R.E. registration application on behalf of all family members living at the same address, such as a spouse and minor children.
The required documents for each family member must also be uploaded.
For a foreign spouse, a copy of their identity document must also be attached.
9. A.I.R.E. Registration of Minors Living with Only One Parent
A.I.R.E. registration is mandatory for all Italian minors, including dual citizens, who reside abroad.
An application for the registration of a minor or for an update to their A.I.R.E. records, where the minor does not live with both parents, must be signed by both individuals holding parental responsibility. Copies of the identity documents of both signatories must also be attached.

Please note that the sole purpose of A.I.R.E. registration for a minor is to certify the child’s actual residence (habitual place of residence) abroad. Registration is therefore independent of any disputes arising from decisions issued by Italian or local judicial authorities.
10. How to Enter Your Malaysian Address Correctly
Please enter your Malaysian residential address in the fields provided, following the format and order specified below.
“Address” Field
Enter the following details in this order
- Apartment or unit number
- Condominium name
- Street name
- City
Apt o Unit 31/01 – Block XX, “XXX” Condo, 2A Jalan XXXXX, Kuala Lumpur
“City/Locality” Field
Enter the name of the city where you reside. For Kuala Lumpur, enter Kuala Lumpur, not Kuala Lumpur Wilayah Persekutuan.
11. Application Status and Verification
Applications that do not meet the requirements outlined above will be rejected by the processing officer.
Applications submitted through Fast It can be tracked online. Citizens ae responsible for logging in to the portal using their own username and password to check the status of their application.
12. Processing Time and Completion of the Procedure
Submitting an application online through Fast It does not automatically mean that A.I.R.E. registration has been completed.
Maximum statutory processing period
The maximum statutory period for processing A.I.R.E. registration applications or updates is 180 days from the date a complete application is submitted.
Once the applicant receives an email confirmation from the Fast It portal confirming registration in the Consular Register, they may proceed with requests for any required consular services.
If the application is incomplete, the applicant will be contacted directly and asked to provide additional documents or information.
13. Changes to the Effective Date of Registration
Italian Decree-Law No. 22 of 25 March 2019, commonly known as the “Brexit Decree”, which entered into force on 26 March 2019, introduced a provision designed to make the effective date of A.I.R.E. registration faster and more certain.
The declaration submitted to the consular office takes effect from the date of submission, provided that the applicant has not already submitted a declaration of transfer of residence abroad to the municipality of their last residence in Italy.
Article 7 of Presidential Decree No. 323 of 6 September 1989 has been repealed.
A.I.R.E. registrations processed by Italian municipalities on the basis of applications submitted to consular offices on or after 26 March 2019 take effect from the date the application was submitted, provided that the application was complete.
