AIRE

The AIRE registration has to be requested through the “Fast It” Consular Services Online portal, after user registration at the following link:
https://serviziconsolarionline.esteri.it

Instructions
The portal can also be used by citizens who have never obtained a consular service in Kuala Lumpur and who have never been registered in the Office’s register.

Those who transfer from Italy (first AIRE registration) must follow the procedure indicated under the heading “Request the registration in the Registry of Italian citizens residing abroad AIRE”.

The portal allows the “Notify the change of address abroad” which allows the citizen to communicate to the consular office of belonging any change of address in the same consular district (Example: from Kuala Lumpur to Johor Bahru, from the Bangsar district to the Mont Kiara district, etc.) and also those who move to Malaysia from another consular district/office (e.g. transfer from Nice to Kuala Lumpur).

What documents are needed to use the “Fast It” portal?

a) copy of the valid Italian passport, inserting the scan of the pages containing the photo, signature, residence and issuing authority;
b) proof of stable and legal residence abroad, namely: copy of the residence permit and/or visa affixed by the Malaysian authorities to the passport, valid for at least 12 months;
c) in the case of registration of other family members, the documents of each family member must be uploaded (pages referred to in the above-mentioned point a), even if foreign.
In the case of dual nationality and if the Malaysian residence permit/visa is affixed to the foreign document, it will be necessary to attach the scan of the passport pages as indicated above in point a), as well as the residence permit/visa.

For those who are holders of the Malaysia My Second Home (MM2H) visa, it is also necessary to include the scan of the following additional documents:
copy of the rental/purchase contract of the property;
copy of the household utilities registered in your name;
copy of the letter from the Malaysian authorities regarding the granting of the MM2H visa.

Change of residence in the same district:

• copy of a valid Italian passport (as above – point a);
• copy of the residence permit and/or visa affixed by the Malaysian authorities to the passport, valid for at least 12 months (see above point b).

In the case of family members declared as residents abroad, the registration request is submitted by the Italian citizen also for the other members of the family who live at the same address (for example: the spouse, minor children). The documents of each member of the family unit must therefore also be uploaded as specified in points a and b.

It is however required that all adult members of the family fill out a registration form to allow more complete data to be sent to the competent Municipality in Italy.

Even in the case of a foreign spouse, it is necessary to attach a photocopy of the spouse’s identity document (passport – pages referred to in points a and b above).

Requests that do not meet the indicated criteria will be rejected by the operator.

Procedures started through “Fast It” can be consulted online, and it is the responsibility of the individual citizen to access with their username and password to find out their registration status.

In the event of technical problems, as it is not possible to provide personalized assistance, the request for registration must be sent by email.

 

DETAILS on ENTERING MALAYSIAN ADDRESS
The address of residence in Malaysia should be filled out in the following format and in the following order:

Address: 1. apartment number, 2. name of the condominium, 3. house number and street name, 4. name of the district/area of the city. Example: Mr. XXX XXXX, Apt or Unit 31/01- Block XX, “XXX” Condo, 2A Jalan XXXXX, Bangsar

Location: indicate the municipality/city of residence

 

IMPORTANT
Once the e-mail confirming registration in the Consular Register has been received from the Registry Office of this Embassy, the interested party may proceed with the request for any consular services, regardless of the “in progress” status that may appear in the “Fast It” application.

Please note that the maximum legal deadline for processing AIRE registration/update procedures is 180 days from the submission of the application complete with all the necessary documents. Once the checks by the consular office have been carried out, the user will receive an e-mail confirming the conclusion of the procedure.

If the application is incomplete, the request for additional documents and any additional information will be made directly to the interested parties.

Please note that the AIRE registration procedure offered by “Fast It” is not AIRE registration, but rather an automated method that minimizes typing errors or the sending of incomplete applications.

 

POSSIBILITY OF ACCESSING ONLINE CONSULAR SERVICES WITH THE CREDENTIALS OF THE PUBLIC DIGITAL IDENTITY SYSTEM (SPID)

Italians living abroad who wish to use one of the services offered by the FAST IT platform will be able to choose whether to register on the site from scratch, or – for those who already have an SPID identity – skip the registration phase and access the services by clicking on the “SPID” button on the homepage and providing the relevant credentials.

Italians abroad can request a SPID (Public System for Digital Identity) identity from one of the accredited Identity Providers among: Aruba, Infocert, Intesa, Namirial, Poste, Register, Sielte, Time or Lepida, providing a mobile number, an email address, a valid identity document and a document certifying the tax code (among these, the certificate produced by the Revenue Agency containing the tax code, stamped by the Consular Office).

The procedure for obtaining SPID credentials by Italians abroad is indicated (and constantly updated) on the website: https://www.spid.gov.it/domande-frequenti (under the heading “Can an Italian citizen residing abroad also have SPID?”).


CHANGE OF REGISTRATION EFFECTIVE DATE

Legislative Decree 25 March 2019 n. 22 (so-called “Brexit Decree”), which came into force on 26 March, contains in art. 16, paragraph 3, the following provision, inserted in order to make the effective date of AIRE registration more expeditious and more certain: “In article 6 of law no. 470 of 27 October 1988, after paragraph 9, the following is added:
“9-bis. The effects of the declaration made to the consular office, pursuant to paragraphs 1 and 3, take effect from the date of its submission, if the declaration of transfer of residence abroad has not already been made to the municipality of last residence, in accordance with the current registry legislation.” Article 7 of the Presidential Decree no. 323 of 6 September 1989 is repealed. The declarations referred to in this paragraph submitted prior to the date of entry into force of this decree and not yet received by the registry officer take effect from the same date”.

As a result of the new provisions introduced, all AIRE registrations, carried out by Municipalities on the basis of applications submitted to consular offices starting from March 26th 2019, will therefore take effect from the date of submission of the application, provided it is complete. The law also provides that the start date of registration for all.
